- You should use a thick foamboard. You can carve it into the desired shape, and them paint it and add other details. You can find a lot at hobby stores.
- Blue insulation board with latex paint works well for me. The insulation board you can get for free at any building insulation shop. They can't ,by law ,use the broken ones. You can cut it with a common serrated bread knife. Model railroading lasts a lifetime
- As for the platform itself, foam board is good material because of what the others said - it's easy to mold the shape (you can carve out depressions for rivers/lakes and stack foam layers for hills and mountains). But you should make sure you have a good solid board - thick plywood for example - as a base so the whole thing doesn't sag or flex. For the scenick materials, go to your local train shop and ask about Woodland Scenics scenery material - they have about everything you would need - material to simulate water, rock molds, ground cover, trees, tunnel forms and tunnel entrances, etc... Their website is http://www.woodlandscenics.com. They sell a handbook that shows how to create scenery using their materials. Once you get the scenery planned out, then you can buy all kinds of plastic model buildings and cars to create the town. http://www.walthers.com is a good place to see what's available, but unless you buy their sale items, you can usually get better prices on things from your local train shop or the discount online model railroad websites.
